CEMMATS Group Limited is a leading multidisciplinary engineering and project management consultancy firm based in Sierra Leone with extensive experience and knowledge in engineering, environmental and project management services.  We have completed several wide ranging projects and have unrivalled project experience in Sierra Leone.


CEMMATS established as a Limited Liability Company in 1995 is a leading Multidisciplinary Engineering and Project Management consultancy in Sierra Leone and has provided services in the infrastructure and civil engineering areas including work on buildings, roads, dams, marine railway and a jetty and ore loading facility thus enabling it to become one of the fastest growing infrastructure consultancy firms in Sierra Leone.


CEMMATS success is built upon an environment that encourages innovative ideas in the field of consultancy services. The company offers a wide range of consultancy services, particularly in the areas of pre-project advisory services, design engineering, environmental services, project management, construction supervision, energy efficiency, policy and regulatory advisory services and public private partnership.


CEMMATS client lists includes esteemed central and state government ministries and agencies, donor funding agencies, power sector utilities, public sector undertakings and private sector entities including most of the major mining and industrial companies. Our business model is focused on delivery of concise, practical and cutting edge solutions to the clients. This results in excellence in delivering highest quality output to the outmost satisfaction of the clients. We have an in-housed team of more than 34 engineers and scientists, graduated from the leading engineering colleges in Sierra Leone, UK, and USA. In addition, we have a team of financial, policy and regulatory experts, which looks after the policy, regulatory and financial management related assignments in various sectors. CEMMATS has carried out projects in association with several major overseas companies, helping to enhance the knowledge base and technical capability of the Company. CEMMATS also works in collaboration with several Universities and Industries.


The company is run by a five man Board of Directors made up of four executive directors and one non-executive director. The company has four departments each supervised by an executive director and managed by a senior engineer. The executive directors and leading engineers are all members of the Sierra Leone Institution of Engineers and have annual practicing certificates issued by the Professional Engineers Registration Council (PERC) the body empowered by parliament to regulate the engineering profession. The company also has a practicing certificate issued by PERC.


CEMMATS is registered with a number of international funding agencies and organisations. These include the World Bank, African Development Bank, European Union and United Nations. The company has also undertaken engineering projects in Liberia, Nigeria, the Gambia, Zimbabwe and Ukraine.

Safety First.

This period has made us adapt to new ways of working. Remote virtual meetings are now the new means of communication and we now have a range of digital platforms. We have also learnt how effective technology has been for video conferencing and digital collaboration.
With the uncertainties of the crisis, CEMMATS now has a “new normal” in terms of operating. Therefore, a Risk Management Plan (RMP) has been formulated, which entails all identified potential hazards, assessment of associated potential risks, as well as sustainable control measures covering activities to be undertaken in a bid to reduce exposure to ALARP (As Low As Reasonably Practicable).

For the purpose of this assignment, a Risk Assessment has been conducted making reference to the Center for Disease Control and Prevention (CDC) and National COVID-19 Emergency Response Centre (NACOVERC) Sierra Leone’s guidelines to aid in categorizing and assessing all potential risks associated with reopening CEMMATS for “normal” business.

Maintaining Social Distancing in the Office Work Space

Cemmats Group Limited has created a healthy and safe working environment for staff members. Changes have been made in the workplace which adheres to all the safety protocols according to the CDC guidelines.  According to the CDC guidelines a distance of 6ft/2m must be kept at all times.

The following has been implemented:

  • Adoption of seating capacity to comply with social distancing guidelines

  • Directional signs in hallways/ corridors where the width restricts movement and limits social distancing.

  • Post signage reminding workers, customers, and visitors to maintain at least six feet between one another always.
